This Anime Music Video is made by Lordrae from Otaku Vengeance. The video is from "Neon Genesis Evangelion" and the music from "8 Stops 7" with the track "Uninspired". A very long time ago I downloaded this from their website. It is now defunct, although their videos are just so good they still turn up everywhere. One thing I remember reading on the website regarding the video was the author saying he wanted to use only scenes without subtitles, making it much harder to make.
